Who We Are

Family Service-Upper Ohio Valley is a private non-profit corporation funded in part by the United Way of the Upper Ohio Valley, the WV Bureau of Senior Services, the Northwestern Area Agency on Aging, the US Department of Housing and Urban Development, the City of Wheeling, the Marshall County Commission, insurances, various federal, state, local and corporate grants, fees set at or below cost, and contributions. Family Service does not discriminate on the basis of religion, sex, age, creed, disability, color, sexual orientation, marital status, or national origin, eligibility criteria applies per each service.

History

 

January 18, 1909

H. C. Franzheim calls meeting to organize a United Charities Association for the City of Wheeling, Board of Trade Building.

 

February 1, 1909

     Agency chartered as Associated Charities.

 

December 3, 1909

     Nurse employed to work with tuberculosis victims.

 

March 1912

Agency joins National Association of Societies for organizing charity (which evolved into Family Service America).

 

April 1913

     State of West Virginia Anti-TB League contracts with agency.

 

October 1915

     Establishment of free dental clinic.

 

January 1916

     Medical dispensary formed and visiting nurse added to staff.

 

September 1917

     Baby Dispensary established in McLain Building. 

 

April 1918

American Red Cross asks agency to assist in organizing Home Service.

 

January 1919

Ohio Valley General Hospital establishes dispensary and agency discontinues service.

 

July 1926

     Fresh Air Farm started under auspices of agency.

 

September 1931

     Agency nursing service transferred to American Red Cross.

 

November 1931

Agency discontinues dental clinic, equipment transferred to local hospital.

 

 

October 1932

Bar Association assumes legal aid work of Associated Charities.

 

June 1933

     Associated Charities becomes the Family Service Association.

     Board recommends establishment of Mental Hygiene Clinic.

 

March 1936

     Children's Service Bureau established.

 

November 1936

Executive Director of Family Service loaned to State Department of Public Assistance to assist in organizing that agency.

 

March 1943

Children's Service Bureau merges with Family Service Association to become the Children and Family Service Association of Wheeling.

 

December 1955

     Adoption and foster home placement discontinued.

 

September 1958

WV Dept. of Health provides funds for agency to further develop psychiatric and psychological consultation.

 

September 1960

Homemaker-Home Health Aide Program instituted in cooperation with the Junior League of Wheeling.

 

August 1969

WV Commission on Aging grant to agency to provide Outreach services to senior citizens in Ohio County.

 

October 1971

Agency merges with Upper Ohio Valley Senior Services to establish the Outreach Program and Senior Services Division.

 

December 1971

WV Dept. of Welfare contract awarded to agency to provide social services to elderly in Ohio and Marshall Counties.

 

July 1972

WV Dept. of Welfare contract expanded to include Brooke County.

 

 

 

November 1973

Under WV Commission on Aging, Nutrition Program instituted for elderly in Ohio County.

 

November 1973

WV Dept. of Health issues a license to agency for operation of a mental health facility.

 

May 1974

     Nutrition Program expands into Marshall County.

 

July 1974

National Council of Senior Associations' contract to provide part time employment opportunities for eligible seniors.

 

September 1974

     Senior citizen Health Clinic established.

 

June 1975

     Consumer Credit Counseling initiated.

 

October 1976

     Nutrition program expands into Wetzel County.

 

September 1978

     Transportation program for senior citizens is implemented.

 

February 1980

     Drug Abuse Program initiated with Ohio County Schools.

 

October 1980

     Nutrition Program opens Prep Center in Moundsville, WV.

 

January 1981

Children and Family Service Association purchases the former Sears Building and forms the Human Resource Center of the Upper Ohio Valley Inc., a holding corporation.

 

April 1981

     Move to former Sears building.

 

January 1982

     Program for the Deaf is established.

 

July 1982

Employee Assistance Programs marketed to local business and industry.

 

 

 

November 1983

Pharmacy Program established to provide information to elderly.

 

July 1986

Nutrition Program established contract with Northern Panhandle Head Start in five counties.

 

March 1987

     Adult Day Care Center opens.

 

April 1988

     Agency changed name to Family Service-Upper Ohio Valley.

 

April 1991

Psychologist added to staffing of Counseling and Behavioral Health Division.

 

July 1991

Family Service-UOV enters into contract with WV Office of Behavioral Health to provide Medicaid Clinic and Case Management Services and establishes contract with Psychiatrist.

 

May 1989-94

By Congressional appointment, Medicare Alzheimer Disease Demonstration.

 

October 1992

Consumer Credit Counseling opens satellite office in New Martinsville, WV.

 

August 1993

Consumer Credit Counseling opens satellite office in Chester, WV.

 

October 1993

     Office of Marketing-Communications established.

 

December 1993

Consumer Credit Counseling opens satellite office in

St. Clairsville, OH.

 

April 1994

     Adult Day Treatment opens.

 

May 1994

     Seniors Helping Seniors Fund initiated.

 

 

July 1994

Conservator separated from Consumer Credit Counseling Service.

 

September 1994

SHINE program established.

 

September 1994

Caregiver Support Group transferred over to Family Service from Alzheimer Demonstration.

 

May 1995

     Community Drive initiated.

 

August 1995

     Adult Day Care Center receives Ohio Passport authorization.

 

August 1996

First Time Homebuyers Counseling initiated within Consumer Credit Counseling Services.

 

October 1996

In Home Care services expansion to include 18-59 year old clients.

 

June 1997

Adult Day Treatment facility and entire lower level of Human Resource Center destroyed by water line break; Adult Day Treatment relocated to first floor. All tenant leases on lower level terminated.

 

 

September 1998

Liquid Food Supplement Pilot Program added to Nutrition Program.

    

December 1998

Merger occurred between The Human Resource Center of the Upper Ohio Valley Inc.and Family Service-Upper Ohio Valley Inc.

 

July 1999

Warwood Nutrition Site established at Garden Park Terrace Apartments in Warwood.

 

January 2000

Family Service-Upper Ohio Valley becomes a subsidiary corporation of Ohio Valley Health Services and Education.

    

 

January 2000

Brooke/Hancock Outreach office relocated from Follansbee to Weirton

 

July 2002

     Began Title III-E Caregivers Services

 

June 2003

National contracts for the local Senior Employment Program are transferred by the Department of Labor from Senior Service Amreica to AARP Foundation. Family Service Upper Ohio Valleys contract with Senior Service America is terminated and proram is transferred to AARP.

    

July 2003

Agency selected as 1 of 3 congregate respite programs in WV as Alzheimer Research Project for Adult Day Care providing extended evening and weekend services.

 

October 2003

Contract established with WV Bureau of Senior Services to implement the Aging and Disabled Resource Center for Ohio county residents as a three year demonstration project. Family Service is one of two centers in the State of West Vriginia.

 

December 2003

Agency is certified by Bureau of Medical Services to provide WV Aging and Disabled Program case management services.

 

October 2006

Bureau of Senior Services commissions agency to submit  federal grant for two year extension and expansion of Aged and Disabled Resource Center to all five upper counties of the Northern Panhandle. Grant awarded.
